Procedure for arrest in charges that are trivial or easy to fabricate

Arrests for allegations like (a) cheating (b) threatening under Sec. 506 IPC and (c) trivial matters such as possessing pen camera /cell phone etc in court /public places etc. should be made only after a verdict by a district/sessions judge after allowing the police and the alleged wrongdoer abundant opportunity to present their respective cases.
