Procedure for arrest in cases of vicarious liability
Arrests by way of vicarious liability such as arrest of persons not directly involved in any accident/violence/etc. should be restricted by putting a condition that arrests in deserving cases should be made only after a verdict by a district/sessions judge after allowing the police and the accused abundant opportunity to present their respective cases.
